Huatulco was the last Mexican resort developed by Fonatur (the Mexican government department of tourism development). Fonatur chose the Bays of Huatulco and began development from scratch in the late 1980s. Currently the population is about 13,000, but it has first class infrastructure for the development of double or triple that size.
